The Regional Housing Authority, in partnership with private property owners, designates specific rental units to participate in the Project-Based Voucher (PBV) Program, expanding access to affordable housing throughout the region.
Applicants who qualify for the PBV Program can submit applications for properties with open waitlists to the Regional Housing Authority in person, by mail, or online.
Once a family is selected from the PBV waiting list, they are referred to a participating property with an available PBV unit for acceptance by the property manager. Typically, families pay about 30% of their income toward rent, while the remaining portion is covered by the Regional Housing Authority. This partnership between property owners and housing authorities helps preserve long-term affordability and promote stability in local communities.

About the Program
The Project-Based Voucher (PBV) Program is a federal housing initiative that provides long-term rental assistance to low-income individuals and families living in privately owned and professionally managed properties.
Unlike the HCV Program, PBV subsidies are tied to specific unit(s) and are non-transferable. Families selected from the PBV waitlist are referred to participating properties with available units and, if accepted by the Property Manager, may lease the unit and begin receiving assistance. If the tenant later moves, the subsidy stays with the unit, and the family must reapply for continued housing support.
This structure ensures that federal housing funds are invested in preserving affordable housing stock within the community. All PBV units must meet Housing Quality Standards (HQS) and are subject to routine inspections for safety and livability. Beyond easing the financial burden on families, the program also supports long-term residency, neighborhood stability, and a pathway to greater housing security for those most in need.
Current Participants
PBV participants must reside in an approved PBV unit to continue receiving assistance. The subsidy is tied to the unit, not the individual.
Reasonable Accommodations: If a household member has a disability, participants may request accommodations such as unit modifications or transfers by submitting a Reasonable Accommodations Request to their RHA caseworker.
- Choice Mobility: After living in a PBV unit for at least 12 months, participants may be eligible for a Housing Choice Voucher. Contact your specialist to join the Choice Mobility waiting list; vouchers are issued based on available funding.

What happens if I do not receive the application appointment letter?
It is important for you to inform the Housing Authority of all address changes while your name is on the waiting list. If you fail to respond because you did not receive the letter or if the letter is returned as "undeliverable", the Housing Authority will proceed down the list and remove your name from the waiting list. If you have any changes, submit an Applicant Change Form (see above) within 10 days.

What happens when my name reaches the top of the waiting list?
You will receive a letter informing you that your name has reached the top of the waiting list and that the Housing Authority is ready to begin the application process. You will be asked to complete a Personal Declaration Form and return it to our office along with various supporting documents.

What happens if my income or family composition changes after I begin receiving rental assistance?
Whenever your income changes or you have a change in family composition (persons moving in or out of your household) you are required to report the change to the Housing Authority in writing within 10 days using the Change Reporting Packet for Current Residents, available in Participant Resources (linked & above). The Housing Authority will determine if and when a change in rent is required and you will be notified in writing.
