Affordable Housing
Funded through a variety of sources, the Affordable Housing Program provides safe, sanitary, quality housing at reasonable rents. Rents are affordable but fixed, and not based on income.

How the Process Works
Families interested in affordable housing must first submit an application for the property desired during an open waitlist period. Applications are reviewed to confirm that basic eligibility criteria are met, such as income limits, citizenship or eligible immigration status, and household size.
Once placed on the waitlist, applicants remain in line until a unit becomes available that fits their needs.
Placement on the waitlist does not guarantee housing, but it is the essential first step in the process.
Applicants on the waiting list must report all changes of address, income, preference and family composition in writing to the Housing Authority..
Applications
Affordable housing properties each have their own waitlists, opening as needed and requiring separate applications from other programs and properties.
When waitlists are open, applications can be submitted online, in person, or by mail.

These units have fixed rents and are not based on household income, serving a wide range of households including seniors, people with disabilities, and working families.
Owned or managed by RHA, these properties are funded in part by the Redevelopment Agency of Yuba City, the Mental Health Services Act, bond measures, and commercial loans.

Frequently Asked Questions
-
How do I place my name on the Affordable Housing waiting list?
The Affordable Housing waiting list is open. Turn in a complete application to the Housing Authority office to be placed on the waiting list for the next available unit.
-
What happens if I do not receive the application appointment letter?
It is important for you to inform the Housing Authority of all address changes while your name is on the waiting list. If you fail to respond because you did not receive the letter or if the letter is returned as "undeliverable", the Housing Authority will proceed down the list and remove your name from the waiting list. If you have any changes, submit an Applicant Change Form (see above) within 10 days.
-
How long will it take for me to reach the top of the Affordable Housing waiting list?
It is not possible to predict how long it will take for someone to get to the top of the waiting list. The wait depends on the rate current tenants move out of the Affordable Housing Unit. The waiting list is organized by date and time of application.
-
What happens when my name reaches the top of the waiting list?
You will receive a letter informing you that your name has reached the top of the waiting list and that the Housing Authority is ready to begin the application process. You will be asked to complete a Personal Declaration Form and return it to our office along with various supporting documents.
-
What happens if my income or family composition changes after I begin receiving rental assistance?
Whenever your income changes or you have a change in family composition (persons moving in or out of your household) you are required to report the change to the Housing Authority in writing within 10 days using the Change Reporting Packet for Current Residents, available in Participant Resources (linked & above). The Housing Authority will determine if and when a change in rent is required and you will be notified in writing.
