RHA partners with local organizations to provide supportive housing opportunities to individuals experiencing homelessness.
Applicants are referred by service providers who determine the household’s vulnerability (e.g. age, disability, veteran status). Households must meet income requirements consistent with HUD’s guidelines.
- Eligible individuals may be offered a unit at one of the site-based PSH properties— receiving rental assistance through RHA’s Project Based Voucher program.
- Service providers deliver ongoing case management, help residents connect with healthcare, benefits, and life skills supports to help maintain housing stability.
- Residents have quarterly or annual check-ins. Any changes in income, household composition, or service needs are reviewed. Continued eligibility depends on meeting program obligations and income limits.
About the Program
Permanent Supportive Housing (PSH) is designed to provide stable, long-term housing for individuals and families facing chronic homelessness, often with concurrent mental health or substance use challenges. In our region, PSH is delivered through a coordinated partnership model:
Key providers & oversight
- (RHA) serves all four counties—Sutter, Yuba, Colusa and Nevada—managing project-based vouchers, affordable housing units and coordinating referrals.
Service components
- Residents receive regular support including case management, linkages to mental health care, substance use recovery, medical referrals, budgeting and daily living skills. These services are typically provided onsite or through close coordination with local providers.
